Accruals Payment Batch

Create payment batches for one or more months. Household payouts use benefit quota (base and vulnerability multiplied by selected months, plus loading/processing fees). Withdrawal fee from the quota is applied as a percent of amount to load. Requires the CONFIGURATION module.
