Targeting & selection procedures

How communities are ranked and how the configurable selection target (default 70,000) is filled.

Community targeting
  1. Eligible households require cohort IS NULL, verificationStatusId = 1 (Present), and either Extreme Poor or Poor+Vulnerable (see selection priorities).
  2. Communities are ranked within each district using the active ranking weights (PMT, eligible-person count, and eligible %).
  3. Up to community_max communities that meet household_min eligible households are selected (highest ranking score first).
  4. Each district’s configured district_quota is scaled so that national quotas sum to the configured selection target (default 70,000), preserving relative district shares.
Household selection (priority order)
  1. Priority 1: cohort IS NULL AND verificationStatusId = 1 AND categorisationId = 1.
  2. Priority 2: cohort IS NULL AND verificationStatusId = 1 AND categorisationId = 2 AND isVulnerable = 1.
  3. Community quotas are filled from Priority 1 first; remaining slots use Priority 2.
  4. If the run is below the selection target, use Top up to keep existing selections, scale district/community quotas, and add more households with the same criteria (expanding to next-ranked communities if needed).
  5. After the run completes, a decision summary reports selected counts by priority, scaled quotas, top-up additions, and shortfall versus the selection target.
